Utilizing today’s latest, proven technology can address potential environmental issues related to recovery facilities and operations, and meet all regulatory oversight.

The proposed project provides for drilling and oil resource recovery and processing at the City Maintenance Yard site, utilizing directional drilling techniques to access crude oil and associated natural gas reserves in the tidelands granted by the State of California to the City and in an onshore area known as the Uplands.

The Hermosa Beach Oil Recovery Project is is consistent with the President’s energy policy of maximizing recovery of natural resources from existing lands and leases.

E&B can safely recover oil resources, protecting both the coast and surrounding neighborhoods, while providing a new revenue stream to the Hermosa Beach Community.  Royalty revenues as well as new tax revenues will flow to the Community -- potentially cumulating to several hundred million dollars over the life of the project.

The City will conduct a comprehensive Public Review Process.  The City will prepare and Environmental Impact Report that addresses issues including air and water quality, geology, hazards, aesthetics, noise, traffic and parking. The  approval process includes review by various local, regional and state agencies, as well as voter approval.

Statement issued by Michael Finch, Vice President of Health Safety & Environment, E&B Natural Resources - "We take full responsbility."  As part of the environmental site investigation of the City maintenance yard, an E&B Natural Resources contractor conducted additional borings to sample the groundwater. 

Q&A

Q. I have heard that E&B only has $1 million of liability insurance. Is this true?  ANo, it is not true that E&B is only insured for $1 million.  E&B and its affiliated entities, including Hermosa Acquisition, LLC, procure and carry collectively a significant amount of liability and property coverage of various types and amounts of insurance, well in excess of the minimum requirements of the lease agreement.

Q.  What is the overall economic benefit to the Hermosa Beach community?  A.  According to the recently released economic impact report conducted by the Berkeley Research Group, the project will yield more than $500 million to the Hermosa Beach community.  Click Here for BRG Economic Impact Report

What about truck traffic?  Construction truck traffic is limited to a max of 18 trips per day between 9:00am to 3:00pm on weekdays only. 18 trucks trips per day will only be utilized during very brief periods during the construction and drilling period. Upon completion of construction and drilling, normal operations will result in less vehicle traffic than the current use.

No controversial shale "hydraulic fracking" is necessary for the Hermosa project.  The oil reserves to be recovered are part of the previously developed and well-characterized Torrance Oil Field. The field is comprised of inter- bedded thin sands and naturally fractured shales that already provide reservoir characteristics for oil production.
